Heng Lu is wanted on a warrant for Torturing or Mutilating a Vertebrate Animal, a level 6 felony. The charge stems from a June 2015 investigation wherein Lu is alleged to have brutalized a cat and eventually killed the cat in the hallway at 720 Northwestern Avenue.
