Narrative:
During the dates of January 5-13, 2016 a resident residing in the unincorporated area of Ventura County/Ojai area reported being a victim of mail theft. Included in the stolen mail was a Costco American Express credit card.

Detectives from the Ojai Station began investigating this crime. It was determined that this stolen credit card was used at various locations throughout the cities of Ventura, Oxnard, and Camarillo. Video of the suspect using the stolen credit card was obtained from Target Stores located in Camarillo and Oxnard (River Park location).

A request to identify the suspect was sent out to the public. The request contained a video clip of the suspect making the fraudulent transactions. A citizen recognized the suspect from the video and provided his name to law enforcement. This led to the identification and arrest of the suspect, Manuel Rosales. Rosales was booked at the Ventura County Jail with a bail amount of $50,000.00.
