Sonoma County Coroner identifies man who died while fishing on the Russian River

On December 30, 2015 at 1:52 PM, Deputies from the Windsor Police Department and Sonoma County Sheriff's Office Deputies overheard REDCOM radio traffic of a medical aid “Rescue” on the Russian River, near the River Front Park off of Eastside Road in Windsor. The caller on 911 said a man had collapsed, was unresponsive and another person was doing CPR. He stated they were upstream from the park, but did not know exactly where to help direct emergency responders directly to him to render aid.


Windsor Police Department and Sonoma County Sheriff's Office personnel immediately responded to the scene to assist, while Sheriff’s Office Dispatchers researched the cell towers to help get a better location. They were about a quarter mile above the park. The Dispatchers, using our mapping system, were able to better determine the location and directed our personnel very close to the caller.


The address was in the 8500 block of Eastside Road. Windsor Police Department and Sonoma County Sheriff's Office arrived on scene and hailed a fisherman in a drift boat to ferry them across the river, where fellow fisherman were giving CPR to the downed man.


Windsor Police Department Officers and Sonoma County Sheriff’s Office Deputies took over CPR efforts for 15 minutes until members of local fire agencies arrived. EMS personnel then continued lifesaving efforts on the man and transported him by boat to the Wohler Bridge area to an awaiting ambulance so he could be rushed to the hospital. Regretfully, the man died.


The man is identified as Frederick Raymond Dagnino, a 75 year old from Forestville. His family was located and informed of his death.


The Sonoma County Coroner’s Office will schedule an autopsy by a forensic pathologist to determine the cause and manner of his death. From all initial reports there is nothing suspicious about the circumstances surrounding his passing.
