Flood waters rising over Forest Avenue in the area of Charleston Place Court. 
Manchester Police advise that flood waters are rising over Forest Avenue in the area of Charleston Place Court. It is expected that Forest Avenue and Dougherty Ferry Road, south of Big Bend, will soon be closed due to high water. Residents of Charleston Place Court should be alert to the rising water and, that access to and from Charleston Place Court will be unavailable.
A Red Cross Shelter as been established at the Manchester United Methodist Church located at 129 Woods Mill Road.
