ISP K-9 Detects Heroin in Air Vent of Passenger Car during Traffic Stop
Vigo County—Last night around 8:20, Indiana State Police Trooper Ian Portteus and his K-9 “Czar” were patrolling Interstate 70 westbound near the 12 mile marker, when Portteus noticed a red 2004 Pontiac Grand Prix traveling at 72 miles-per-hour in a 65mph zone. The Pontiac also had a defective headlight and license plate light.
Trooper Portteus stopped the vehicle and during discussions with the driver and passenger, noticed possible indicators of criminal activity. K-9 “Czar” was deployed around the exterior of the vehicle and immediately “indicated” on the driver’s side of the Pontiac. An interior inspection of the vehicle yielded approximately one gram of suspected Heroin in the front driver’s side air vent. The driver was arrested and transported to the Vigo County Jail. Passenger was released with no charges.
Arrested: Charles J. Gabbard III, age 31, of Terre Haute, IN.
Charges: Possession of a Controlled Substance, Possession of Paraphernalia and No valid driver’s license
Assisting were ISP Sergeant Kris Fitzgerald and Trooper Mike Taylor.

Under the Law, criminal charges are merely accusations and the defendant is presumed innocent unless and until proven guilty.
