Today's APD promotion of note...
Today, Cpl. Alvin Hill of the Amarillo Police Department became a part of the history of the Department by becoming Sgt. Alvin Hill, the first black officer to promote to the rank of sergeant.
Sgt. Hill has been with the APD since 1988, and promoted to the rank of corporal in 2007. Sgt. Hill has worked in the Uniform Division, School Liaison, and the Juvenile Offender Squad. Sgt. Hill will be transferring to the Detective Division.
The number of promotions made is dependent on the available budgeted number of slots for that rank. There are currently 79 sergeant’s slots for the entire department.
Officers who have been in a rank for two years are eligible to take a civil service promotional test. The test questions are based on police administration and management, APD Rules and Regulations, Civil Service law, and criminal investigation as appropriate to the rank. Officers receive a score on the test, and then one point per year of service up to ten points is added to that score. Officers are placed on a roster based on their total score, highest to lowest, and this list is maintained for one year. Officers are promoted as openings are available through attrition or staffing increase. Not everyone that passes and is placed on the list is promoted, depending on the number of positions that open up. If an officer on the list is not promoted, he or she must re-take the test to be placed on the next promotional. Officers seeking promotion may have elected to use days or weeks of vacation time to prepare for a promotional examination.
Sergeants are assigned as supervisors for squads (8-15 officers) of Uniform Division patrol officers, Traffic Investigators, or Juvenile Offender Squad investigators. Sergeants are also assigned as Detective Division investigators, and the rank qualifies them for more specialized positions such as Internal Affairs or Training and Personnel.
Chief Robert Taylor said “I am happy to see Alvin promote to Sergeant. He has earned and deserves his new rank and I have no doubt that he will be an excellent Sergeant. Those who are familiar with Alvin know he is a good guy, and has been and will continue to be an asset to the Amarillo Police Department.”
Also promoted to the rank of sergeant on the same day were Cpl. George Brenes and Cpl. Troy Roberson. Congratulations to these three officers on their promotion.
