Governor Chris Christie has declared a state of emergency in New Jersey ahead of weekend storms and a potential East Coast impact from Hurricane Joaquin. The state of emergency allows state authorities to adequately prepare for the two events. Heavy rains are expected Friday before Hurricane Joaquin makes its way toward New Jersey
