Identity of officers involved in firearms discharge in Colchester on 9/20

The Vermont State Police investigation into the early-morning 9/20/15 shooting of James Hemingway in Colchester by members of the Burlington Police Department continues. Four members of the Burlington Police Department responded to the scene: Sergeant Brian Labarge, Detective Corporal Ric Volp, Corporal Trent Martin and Police Officer Krystal Wrinn.

Corporal Martin, a 14-year veteran, responded to the scene with a canine. Officer Wrinn, a six-year veteran trained in negotiating with persons in crisis, responded to the scene to attempt to establish a rapport with Mr. Hemingway.

The two Burlington officers who discharged their service rifles during the incident were Detective Volp, an eight-year veteran, and Sergeant Labarge, a ten-year veteran. They struck Mr. Hemingway a total of two times.

All Burlington officers involved are fully cooperating with the investigation and will be interviewed by members of the Vermont State Police, in coordination with the State’s Attorney’s Office. Sergeant Labarge and Detective Corporal Volp are presently on paid administrative leave pending the findings of the investigation. Corporal Martin and Officer Wrinn remain on full duty.

As the lead in this investigation is the Vermont State Police, the Burlington Police Department is not in a position to comment on specifics of the incident or its investigation at this time.
