9/10/15, press release: Drug Possession/Burglary

On the evening of September 10, 2015, while investigating an assault at a residence on Intervale Ave. in Burlington, officers observed evidence of opiate use. During the course of the investigation, a male subject jumped out of the bathroom window and fled from officers. Following a brief foot chase, officers stopped and detained the male who was identified as Richard Hammond (age 28 of Essex Jct., VT). Officers found heroin that Hammond discarded during the foot pursuit and drug user paraphernalia on his person. Hammond was subsequently arrested for Possession of Heroin and Violation of Conditions of Release and lodged at the correctional center. Officers also found a flat screen television, which had been reported stolen, at the residence.

Based on continued investigation by members of the Burlington Police Department’s Detective Services Bureau and Street Crimes Unit, officers charged Hammond with committing a burglary at a residence on Hyde St. during the early morning hours of September 9, 2015. Hammond stole the television, which was recovered from the residence on Intervale Ave., during the burglary. A resident was home sleeping at the time so Hammond was charged with Burglary of an Occupied Dwelling, in violation of Title 13 V.S.A 1201(c)(3)(a). Hammond is currently being detained at the Northwest State Correctional Center for lack of bail and the charges were filed so that he could be arraigned at his next court date.
