Update Release ISP Police Action Shooting Investigation

Indianapolis – Investigation of yesterday’s shooting of an armed suspect fleeing state police officers is continuing.

Indiana State Police can confirm the name of the deceased suspect as Brandon Jarmine Foy, 29 of Indianapolis.  It can also be confirmed at the time of Foy’s death there were active felony warrants for his arrest.  One warrant was for one “B” Felony count of Criminal Confinement with a Deadly Weapon and the second warrant was for two “C” Felony counts of Battery with a Deadly Weapon, both issued out of Marion County, IN.  The most recently available mug shot of Foy is attached with this release.

The Indiana State Police can also confirm the investigation of Foy was less than 48 hours old and at the time Foy became a person of interest in this particular drug investigation, his identity was not known to investigating troopers.

An autopsy was completed earlier today on Foy, and the cause of death was the result of gunshot wounds.  Also, in the course of the autopsy a second weapon, a .44 caliber revolver, was found in Foy’s pant pocket.

The Indiana State Police are also releasing the name of the trooper involved in yesterday’s shooting. Trooper Michael Wright is assigned to the Indianapolis State Police Post and has been a member of the state police since May of 2014.  Tpr. Wright will be undergoing surgery for the gunshot wound to his left hand.  During the initial portion of his recovery, he will remain in an off-duty capacity, the result of his injury.  As his recovery progresses, it is anticipated he will return to an administrative duty assignment until fully recovered and able to return to unrestricted duty.

Police action shootings are thoroughly investigated and can take several weeks or longer to complete.  The Indiana State Police has a long standing policy of not speaking to ongoing investigations beyond providing the basic overview of the initial circumstances of an investigation.  As noted in the original release, once the investigation is completed it will be submitted to the Marion County Prosecutor’s Office for review and action as deemed appropriate by that office.  Additionally, a representative of the Marion County Prosecutor’s Office was at the scene of the investigation immediately after the investigation commenced.

ISP Trooper Injured in Police Action Shooting

 

Indianapolis, IN- An Indianapolis District trooper is recovering at home this evening after being shot in a police action shooting on the northwest side of Indianapolis.

Just before 3:00 p.m. today (Sept. 10, 2015) Indiana State Police officers were conducting undercover surveillance on a male suspect near the Eagle Point Apartment complex located near 6600 W. 46th Street. The suspect was the target of an ongoing drug investigation.  During the course of the investigation an undercover officer, wearing a vest with the word “police” on the front, exited his vehicle to approach the suspect, who was on foot. The suspect drew a handgun and pointed it toward the trooper. The trooper took cover behind a vehicle and alerted other troopers of the danger and that the suspect was armed with a gun. The suspect fled, and a foot pursuit ensued with the suspect reportedly pointing the handgun at officers during the chase. The suspect jumped over a privacy fence with a trooper following close behind, after which shots were fired.

The pursuing trooper was shot in the left hand index finger. He was transported to Methodist Hospital with non-life threatening injuries, treated and released. He will undergo outpatient surgery within the next couple of weeks and is expected to fully recover. The suspect, who was also shot, was pronounced deceased at the scene.

The name of the trooper and the deceased suspect is not anticipated to be released for at least 24 hours. The suspect’s identity will not be released until the coroner has made positive identification and the family has been notified.

Police action shooting investigations can take several weeks or more to complete depending on the complexity of the investigation.  Once the investigation is completed it will be submitted to the Marion County Prosecutor’s Office for review and action as deemed appropriate by that office.
