DUI Round-Up, 41 Arrests in July 2015

In July 2015 officers from the Santa Barbara Police Department made 41 arrests for driving under the influence violations. Arrests are made each month when concerned citizens call 9-1-1 after witnessing possible DUI drivers. The SBPD would like to thank the responsible citizens who take the time to call and report suspected drunk drivers. The following is information on a few of July’s cases.

7/9/15 at 12:01 a.m.: Jacqueline Stewart Buhl (age 33) was observed failing to stop for stop signs at the intersections of Gutierrez Street and Anacapa Street and Gutierrez Street and Chapala Street; and straddling the double yellow lines on 400 Chapala Street by Drinking Driver Team Officer Denbrook. A traffic enforcement stop was conducted and Officer Denbrook contacted Buhl at her driver’s side window. Officer Denbrook immediately noticed that Buhl smelled strongly of alcohol and had bloodshot and watery eyes. Buhl stated that she had been living in other countries, including Costa Rica, where she was not required to observe traffic laws. Buhl stated she had consumed “a little” alcohol. She requested to be able to walk home and to leave her car parked in its current location several times throughout the contact. Officer Denbrook conducted a DUI investigation and eventually determined that Buhl was too intoxicated to safely operate a motor vehicle. As he attempted to arrest Buhl and place her in handcuffs she began to violently resist by yanking her arms out of Officer Denbrook’s grasp and stating “no” when Officer Denbrook and Officer Garcia gave her commands to stop moving. Officer Denbrook and Officer Garcia were able to place Buhl in handcuffs and into the back of a patrol vehicle. She chose to submit to a blood test was transported to Cottage Hospital where a blood sample was obtained. Her BAC registered .15. Buhl was booked into County Jail for DUI and resisting or delaying an officer.

7/10/15 at 1:06 a.m.: Lindsay Sandra Haney (age 21) was observed driving during the hours of darkness without headlights on for several blocks downtown. Officer Denbrook and Reserve Officer Barlow initiated a traffic stop for that violation and contacted Haney on the 00 block of E. Cota Street. Officer Denbrook noticed that Haney appeared to be intoxicated and was concerned about her ability to safely operate a motor vehicle. Haney stated that she worked at a local bar and that she had not had any alcohol that night. Officer Denbrook conducted a DUI investigation during which Haney eventually acknowledged that she had consumed four shots of whiskey and a mimosa in the hours prior to driving. When she was asked what effects she felt from the alcohol Haney stated that she was drunk earlier, but that she now felt fine. Officer Denbrook had Haney perform several field sobriety tests and determined that she was too intoxicated to safely operate a motor vehicle. Haney chose to submit to a blood test which registered her BAC at .18. She was booked into County Jail.

7/11/15 at 1:23 a.m.: Luis Juarez Santiago (age 32) was the subject of a 9-1-1 call from a concerned person who advised that Santiago was intoxicated and driving in the area of La Rumba Bar on upper State Street. Sergeant Feller located Santiago’s vehicle and conducted a traffic stop on the Highway 101 southbound on-ramp at Las Positas Road. Sergeant Feller contacted Santiago and noticed that he was displaying signs of intoxication; Drinking Driver Team Officer Denbrook subsequently responded to assist. Officer Denbrook contacted Santiago and noticed that he smelled of alcohol and had bloodshot watery eyes. Santiago initially stated that he had not had any alcohol, then said he had consumed one large beer. Officer Denbrook was concerned that Santiago was too intoxicated to safely operate a motor vehicle and had him step out of the car to conduct a DUI investigation. Santiago further stated that he had consumed one 24 ounce beer at approximately 8:00 p.m. and had not had anything else to drink. When Officer Denbrook advised that he would be checking the bar tab at La Rumba Bar, Santiago stated he had purchased a “bucket of beers” at the bar for his girlfriend. He later admitted to drinking two more beers while at the bar. Officer Denbrook had Santiago perform several field sobriety tests and ultimately determined that Santiago was too intoxicated to safely operate a motor vehicle. Santiago was placed under arrest for DUI and for being an unlicensed driver. He chose to submit to a blood test which registered his BAC at .18. Santiago was booked into County Jail for DUI, unlicensed driver, and no proof of insurance.

7/12/15 at 12:35 a.m.: Sean Peter Madlem (age 25) drove his vehicle into a DUI/Driver’s License checkpoint in the 400 block of Chapala Street. Officer Rapp contacted him at the driver’s side window and noticed that Madlem was displaying signs of alcohol intoxication. He had Madlem pull into the investigation area of the checkpoint in order to determine if he was safe to operate a motor vehicle. Officer Rapp asked Madlem how much alcohol he consumed; he initially stated that he had two drinks and later said he had three drinks prior to driving. At the conclusion of the investigation Officer Rapp determined that Madlem was too intoxicated to safely operate a motor vehicle and placed him under arrest for DUI. Madlem chose to submit to a blood test which registered his BAC at .19. Madlem was booked into County Jail for DUI.

7/15/15 at 9:52 p.m.: Jessica Lynn Blackmore (age 30) was involved in an injury traffic collision at the intersection of Anapamu Street and Garden Street. Sergeant Katsapis and several officers responded and discovered Blackmore sitting in the driver seat of her vehicle. Sergeant Katsapis noticed that Blackmore smelled strongly of alcohol and requested that Drinking Driver Team Officer Denbrook respond to evaluate her. Officer Denbrook contacted Blackmore and noticed that she smelled strongly of alcohol, had slurred speech, and was very unsteady on her feet. Officer Denbrook conducted a DUI investigation, during which Blackmore stated that she had consumed one or two drinks prior to driving. Officer Denbrook attempted to have Blackmore perform several field sobriety tests, however she had significant difficulty due to her level of intoxication. At one point she stated that a test was hard; when asked why she responded, “Because I’m drunk.” At the conclusion of the investigation Officer Denbrook placed Blackmore under arrest for DUI. She refused to submit to a chemical test which prompted Officer Denbrook to obtain a search warrant for a sample of Blackmore’s blood. Blackmore was transported to County Jail where she physically resisted efforts to obtain a sample of her blood. Ultimately a sample was obtained which registered Blackmore’s BAC at .31 (almost 4 times the legal limit). Blackmore was booked into County Jail for DUI causing injury, resisting or delaying an officer, and no proof of insurance with a bail amount of $100,000.00.

7/16/15 at 7:16 p.m.: Kenneth Casey Fabie (age 30) was observed by Officer Garcia making an illegal U-turn in the area of Helena Avenue and Yanonali Street, however due to traffic congestion was unable to make an enforcement stop. A few minutes later Officer Garcia heard Officer Hunter make a traffic enforcement stop on the same vehicle. Officer Garcia responded and contacted Fabie who stated that he had consumed a pint of beer several hours earlier. Fabie was displaying signs of intoxication which caused Officer Garcia to be concerned that he was unsafe to drive due to the amount of alcohol in his system. Officer Garcia had Fabie perform several field sobriety tests and at the conclusion of the investigation determined that Fabie was too intoxicated to safely drive a motor vehicle. Fabie was placed under arrest for DUI and he chose to submit to a blood test which registered his BAC at .19. Fabie was booked into County Jail.
