Data Driven Policing Operation

On August 28, 2015 the Kern County Sheriff’s Office partnered with the Kern County Probation Department to conduct a probation compliance enforcement operation, focusing on the east Bakersfield area.

The operation was the result of a new, unique concept in policing known as Data Driven Policing. The concept allows law enforcement agencies to rely heavily on real time crime data to identify high crime areas of concern. The Sheriff’s Office, utilizing data provided by the Sheriff’s Office Crime Analysis Unit, is able to analyze crime statistics to pinpoint areas that are plagued with high crime rates or have experienced increases in criminal activity, particularly gang related crimes.

By analyzing calls for service and reports from citizens, deputies and detectives are able to focus their attention on areas with higher crime rates to attempt to reduce criminal activity and improve the quality of life for the residents in those neighborhoods. Deputies are also able to identify areas requiring services not provided by law enforcement, such as mental health services, code enforcement services, and animal control services. This allows deputies to direct resources to citizens requiring these services, thus reducing the number of calls for service to law enforcement.

Today’s operation occurred in the area bordered by Alta Vista Ave., River Blvd., Columbus Ave., and Bernard Ave., in east Bakersfield. As a result of the operation deputies and probation officers contacted ninety-three individuals, arrested eighteen adults and one juvenile, and conducted nine probation compliance checks. The following subjects were arrested: Sergio Arredondo (26) was arrested for possession of a dirk or dagger, Charissa Baker (40) was arrested for an outstanding warrant, William Childs (50) was arrested for 2 outstanding warrants, Miguel Vasquez (28) was arrested for public intoxication, Ronald Goertz (51) was arrested for possession of narcotics and an outstanding warrant, Stephanie Payne (49) was arrested for an outstanding warrant, Raymond Castro (45) was arrested for possession of a dirk or dagger, Dana Chapman (48) was arrested for an outstanding warrant, Juventino Espinoza (35) was arrested for public intoxication, Adrian Ambriz (37) was arrested for possession of a dirk or dagger, possession of drug paraphernalia and providing false identification to a peace officer, Ignacio Tapia (60) was arrested for an outstanding warrant, Angel Flores (31) was arrested for driving with a suspended license, Gabrial Garcia (46) was arrested for being under the influence of a controlled substance, Johnny Juarez (44) was arrested for theft and an outstanding warrant, Roland Gonzales (24) was arrested for possession of drug paraphernalia and possession of marijuana, Vanessa Grisham (29) was arrested for under the influence of a controlled substance, Michael Torres (26) was arrested for being under the influence of a controlled substance, and Charles Johnson (42) was arrested for an outstanding out of county warrant. All of the subjects were booked at the Kern County Sheriff's Office Central Receiving Facility. The seventeen year old juvenile was arrested for defrauding the California Department of Motor Vehicles and booked into Juvenile Hall.
