Off duty officer's observation leads to counterfeitng/parole violation warrant arrest...

On 7-24-15, at about 10:30 AM, an off-duty Amarillo police officer was at the Home Depot on S. Georgia.  He noticed a couple at the store that appeared to be very nervous, and that sat in their car for some time before entering the store.  The officer continued to watch the two. They tried to purchase gift cards and one small, inexpensive tool with a credit card.  The store declined the card.  The male trying to use the card became very agitated, and the couple walked out of the store without the items.  The officer confirmed with store employees that they had tried to make a purchase with a card that was declined.  The officer believed that the suspects might be trying to use a stolen credit card.  He relayed his suspicions about the two to on-duty APD units.  APD PACE units located the vehicle before it left the lot and then saw the driver commit traffic violations.  The officers stopped the silver Toyota in the 3000 block of SW 28th.  There were three people in the vehicle.  The driver initially gave a false name, but later admitted he was Jason Dewey Kysar, WM 40, of Clarendon.  A warrants check showed he was wanted on a U.S. Postal Inspection Service warrant for counterfeiting and a parole violation warrant stemming from a forgery charge.  He was arrested for the warrants.  Officers found an altered or forged driver’s license with the wanted suspect’s photograph but another person’s name on it in the car.  The credit card was not located.  Kysar was booked into the Randall Count Jail for the two warrants and a third charge of forgery of a government instrument (the driver’s license).  The passengers in the vehicle were released without charges.
