SUSPECT #2: Lai Yen Leong, 46 year-old, female, Daly City resident


SUMMARY:

On July 24, 2015, Redwood City detectives conducted an undercover operation at the Seven Stars Day Spa located at 615 Woodside Road #5 to investigate complaints of prostitution activity. The police department received complaints from nearby business owners regarding illegal activity occurring in the spa. At approximately 5:45 pm, an officer working in an undercover capacity entered the spa for a massage and was solicited for an act of prostitution. When detectives entered the spa, they discovered the spa had an elaborate early warning system to alert the employees of the police presence. Lai Yen Leong had a hand held remote control device in her possession that enabled her to flash the lights in the spa to signal the arrival of officers. Leong activated the remote control and flashed the lights as detectives entered the spa.

Detectives conducted a search of the business and located condoms, and other contraband associated with prostitution activity. As a result of the investigation, Ping Zhou was arrested for solicitation of prostitution and Lai Yen Leong was arrested for aiding in the commission of prostitution.
