PCSO Detectives Arrest Three in Davenport for Trafficking in Counterfeit Credit Cards, Cultivation of Marijuana, Other Charges

On Tuesday, July 22, 2015, PCSO deputies served a search warrant at 626 Sunset View Drive in Davenport and placed three suspects under arrest for several charges related to an ongoing credit card counterfeiting investigation. During the search warrant, deputies also seized several marijuana plants growing in pots around the pool deck of the home.

According to the affidavits, in January 2015 a victim in Texas contacted PCSO in reference to his debit card being used in Davenport to withdraw funds. The victim told detectives he has never been to Davenport, nor does anyone have access to or permission to use his debit card. He has also never lost his debit card. Detectives obtained video surveillance footage of a suspect using the victim's debit card information at a Center State bank ATM in Davenport. Through investigation the suspect was positively identified as Harvey Joshua Jackson, Jr., DOB 8/30/1985, of 626 Sunset View Drive in Davenport.

Detectives obtained a search warrant for Jackson's residence. When they arrived on-scene, Jackson was inside, with his girlfriend, Amanda Schilt, DOB 10/26/1980 and her mother, Marlene Schilt, DOB 9/24/1956 - all three live at this address, along with two minor children, a boy and a girl.

During the search, detectives found eight potted marijuana plants in plain sight around the screened in pool enclosure. Post-Miranda, Harvey and Amanda told detectives the plants were theirs, they grow it for personal use, and that they regularly smoke marijuana. Detectives also found six glass pipes that tested positive for marijuana residue. DCF responded to the scene and took custody of the children.

During the search, detectives found a laptop computer with a re-encoder attached to it. A re-encoder is used to place encoded information from the magnetic strip of one payment card onto the magnetic strip of a different card. Post-Miranda, Harvey told deputies he uses his laptop and the re-encoder to create counterfeit debit and credit cards. Detectives seized approximately 85 counterfeit cards. Harvey told detectives he obtained financial information (credit card numbers and associated PINs) from the Internet and used it to encode the cards. Detectives also located a 9 mm semi-automatic handgun in Harvey and Amanda's bedroom. Harvey is a convicted felon. He was convicted of Felony Grand Theft in Kansas in 2008.

Harvey told detectives he is unemployed. Amanda and Marlene told detectives they collect $2,250 per month in disability payments, and food stamps.

Harvey Jackson Jr. was placed under arrest and charged with the following:
• Trafficking in Counterfeit Credit/Debit Cards
• Use of Re-encoder to Defraud
• Fraudulent Use of Credit/Debit Card
• Criminal Use of Personal Identification
• Possession of a Firearm by a Convicted Felon
• Maintaining a Dwelling for Drug Use
• Petit Theft
• Cultivation of Marijuana
• Possession of Paraphernalia
• Contributing to the Delinquency of a Minor
He remains in jail on $16,250 bond.

Amanda & Marlene Schilt were placed under arrest and both were charged with the following:
• Cultivation of Marijuana
• Maintaining a Dwelling for Drug Use
• Contributing to the Delinquency of a Minor
They both remain in jail on no bond.
