Nature of Incident: Alcohol “Minor Decoy” Sting Operation
Location: Various Locations - City of Moorpark

Narrative:
On 5-26-15, the Moorpark Police Department’s Special Enforcement Detail, Thousand Oaks Police Department’s Directed Enforcement Team and the California Department of Alcoholic Beverage Control (ABC) conducted an alcohol sting, using underage minor decoys, in an attempt to purchase alcohol from various off-sale establishments in the City of Moorpark. Off-sale generally means merchants are authorized to sell alcohol for consumption off the premises where sold. The goal of this operation was to limit minors’ access to alcohol and confirm establishments are abiding by the Business and Professions Code and rules set forth by the California Department of Alcoholic Beverage Control.

One underage decoy was used in an attempt to purchase alcohol from 18 locations throughout the City of Moorpark. Employees at all 18 locations confirmed the decoy was under 21 years old and turned the decoy away without selling any alcoholic beverages. The Moorpark Police Department wants to thank all 18 subjects who refused to sell alcohol to a minor.

The Moorpark Police Department’s Special Enforcement Detail will continue to conduct periodic sting operations in an effort to prevent minors’ access to alcohol.

The Moorpark Police Department would like to remind the public that selling alcohol to, or purchasing alcohol for, minors is illegal and that alcohol is a factor in many homicides, suicides, and other unintentional injuries which along with car crashes are the four leading causes of death in 15-20 year olds. The Ventura County Sheriff’s Office wants to remind the public to report incidents of underage drinking and illegal purchasing of alcohol.
