On April 21, 2015, at approximately 8:49 A.M., Turlock Police Department responded to City Hall at 156 S. Broadway, after receiving multiple calls of a man who had set up camp directly in front of the entrance. The man was reportedly lighting paper on fire and cutting himself with a razor blade. When officers arrived, they found the man agitated and actively cutting himself. Officers made multiple unsuccessful verbal attempts to get the man to discard the razor blade in order to provide him assistance. When the man continued cutting himself, officers pepper sprayed him; however, this had no effect on his behavior. Officers were forced to use a less lethal impact device in attempt to subdue the subject which disabled the man enough so officers were able to approach him and make direct contact. Officers attempted to take control, but the man continued to resist. Officers then deployed a Taser which had no effect due to the thick jacket he was wearing.

When officers successfully restrained the man, he was provided medical attention and was subsequently transported to a nearby hospital for treatment of his self-inflicted wounds.
