Narrative:
The Moorpark Investigations Unit has been diligently investigating an incident that occurred on February 27, 2015 at approximately 7:20 A.M. in the area of Walnut Creek and Forestglen Court in the City of Moorpark.

On this date, a 15 year-old female student was walking to Moorpark High School when a male subject, not known to the female student, stopped and offered to give her a ride to school in his car. The victim declined the offer telling the male driver she did not need a ride at which time he drove away.

The female student continued to Moorpark High School where she contacted staff who notified the School Resource Deputy. The School Resource Deputy initiated an investigation. During the course of the investigation the female student reported seeing the male subject in the area on the regular basis prior to their contact. The female student had not previously reported these observations to school officials, law enforcement, or her parents.

Since the incident was reported, law enforcement heightened surveillance around the local area. Due to the ongoing investigation, school representatives were asked not to make notifications to students and parents. Today, March 5, 2015, detectives identified the subject as Elmer Gutierrez, who was contacted in the same area by detectives and arrested for misdemeanor child annoying. The investigation is continuing.

At this time, there appears to be no other incidents involving this subject. If any students or others have information regarding this incident, please contact the Moorpark Police Department, Investigative Unit.

The Moorpark Police Department would like to remind the public to report suspicious behavior by calling (805) 654-9511. When reporting suspicious behavior, please be great witnesses and provide as much detail as possible. So many individuals now have cellular phones with cameras, remember take a photo, it truly helps.
