On 2/18/15 at approximately 12:15 pm, a woman in the 700 block of Virginia Street was walking to her house when she noticed a man sitting in a parked car watching her. As she approached her residence, the man exited his car and began walking towards her. While approaching her he held up his phone as if he were video taping her. The frightened woman ran into her house and called ESPD to report the suspicious situation. At one point the man came up to the steps leading to the house. Officers contacted the man, who was exhibiting symptoms of being under the influence of drugs, and he could not provide a logical reason why he had approached the woman. Further investigation revealed he had a felony no bail warrant for his arrest and he was a parolee with a lengthy criminal history including arrests for burglary and robbery. Officers arrested the man and booked him at the El Segundo Jail.

It is unknown why the man, who resides in the City of Los Angeles, was in the area and what his intentions were when he approached the woman in such a suspicious manner. The subject is a male black adult, 35 years old, 5’09”, 180 pounds, and he was wearing a white t-shirt and dark pants at the time of his arrest. The vehicle he was sitting in is a 2008 Black Mercury Milan 4 –door sedan that was displaying red paper plates with the words “Dynasty Motors” in white lettering. It is possible the man was driving around in other parts of the city engaging in unusual activity.
