UPDATE: Oakland police safely made arrest near 43rd and West Street. 
The person described as armed and fleeing from police was apprehended without incident within the established perimeter. We will remain on scene for an investigation and may be seen in rear or side yards retracing the suspect's path as we learned he attempted to make entry into at least one residence.
There is no threat to public safety at this time.
