Mother and Father Arrested for Neglect of Children
Clay County—This afternoon, Indiana State Police arrested a mother and father for neglect of their five children. The parents were arrested at the family home at 209 North Charles B. Hall in Brazil and incarcerated in the Clay County Jail on $7000 bond each, 10% allowable.
Arrested: Jennifer L. Proctor, age 30, of 209 North Charles B. Hall, Brazil, IN.
Charges: Two counts of Child Neglect (felony)
Arrested: Michael S. Hunter, age 37, same address
Charge: One count of Child Neglect (felony)
On November 12, 2014, Indiana State Police Detective Sam Stearley was contacted about possible child neglect by faculty at East Side Elementary School in Brazil. As the investigation progressed, information was developed alleging that on the evening of November 7, 2014, the children’s mother destroyed some of the children’s clothing and each of their school backpacks, then ordered her five children into the living room of the family home and forced them to watch as she cut her throat area with a rotary style craft utensil. The mother was transported to Terre Haute Regional Hospital that evening for treatment of minor abrasion injuries. A subsequent search warrant executed by state police found the family home to be in deplorable condition with animal feces on the floor and clothing and very little food for the children. Clay County Department of Child Services has been working with ISP along the way and the children are currently with grandparents. Hunter and Proctor are the biological parents of the children and have been in a long term relationship.
The case was investigated by ISP Detective Sam Stearley. Assisting were ISP Trooper Kyle Hall, Clay County Prosecutor’s Office, Clay County Department of Child Services, and Susie’s Place of Bloomington, Indiana.

Under the Law, criminal charges are merely accusations and the defendant is presumed innocent unless and until proven guilty.
