Off Duty Trooper's Traffic Stop leads to Felony OWI Arrest
Madison County-On December 11, 2014 Indiana State Police Trooper Mark Hanna, who is assigned to the Pendleton Post, was off duty in plain clothes, and was driving his fully marked State Police Commission. At approximately 5:45 PM, Trooper Hanna noticed a 2003 white Ford Ranger pickup truck traveling northbound in the southbound lanes in the 6300 block of South Scatterfield Road, in Anderson, IN.
After speaking with the driver of the truck, Trooper Hanna determined that an investigation for Operating While Intoxicated (OWI) should be done. Trooper Sam Cook, who was on duty at the time, arrived on scene, and completed the field sobriety tests. The driver of the truck failed the field sobriety tests and Trooper Cook transported him to the Madison County Jail, where the driver tested over the .08 legal limit.

He was lodged in the Madison County Jail on charges of OWI with a blood alcohol level of .08 or above, which is a class "A" Misdemeanor and OWI Felony, which is a level 6 Felony. The felony charge is due to Strong being convicted of two previous OWI's in the past year. Strong was also cited for driving whle suspended, which is an infraction.
