Almond Avenue Drug Den Raided

Nine adults were arrested or cited and a local missing 15-year old juvenile was found following the service of a narcotics search warrant at a residence on the 1400 block of Almond Avenue.

Over the course of several months the Santa Barbara Police Department’s Narcotics Unit received citizen complaints about frequent drug related foot traffic and gang activity centered around a home on the 1400 block of Almond Avenue. Neighbors were concerned that this was creating a dangerous situation in the neighborhood. Subsequent investigation by SBPD Narcotics detectives, Gang Suppression Team officers, and Criminal Impact Team officers revealed that a portion of the property was under construction and had been rented to tenants who were involved in drug activity; they, in turn, allowed other drug users to congregate there. The investigation culminated with detectives obtaining a narcotics search warrant for the residence on November 19, 2014 and service of the warrant at 2:15 p.m. on November 20, 2014. At the time of the warrant service 25 people were contacted on the property, among them a local 15-year old girl that had been reported as a missing person. She was reunited with family. The property owner was warned about maintaining a public nuisance.

As a result of the operation the following people were arrested and booked into Santa Barbara County Jail for outstanding felony warrants:

• Rodolfo Garcia, age 28, of Santa Barbara, for violation of probation, no bail

• Julio Jose Ochoa, age 23, of Santa Barbara, for violation of probation, no bail

• David Calixtro-Fuentes, age 25, of Santa Barbara, for failure to appear, $5,000 bail

The following people were issued misdemeanor citations:

• Kathleen Deanna Lino, age 26, of Santa Barbara, for possession of methamphetamine and possession of narcotics paraphernalia

• David Toscano Gregorio, age 43, of Santa Barbara, for possession of methamphetamine and possession of narcotics paraphernalia

• Efrain Ward Lopez Jr., age 27, of Santa Barbara, for possession of methamphetamine and possession of a knife in plain view in public (SBMC 9.10.010)

• Luz Maria Zapian, age 23, of Santa Barbara, for possession of narcotics paraphernalia

• Tamme Anne Dishion, age 47, of Santa Barbara, for being under the influence of a controlled substance

• Evette Ann Vargas, age 38, of Lompoc, for resisting or delaying an officer

Prior to the enactment of Proposition 47 Lino, Gregorio, and Lopez would have been arrested for felony possession of methamphetamine and booked into County Jail.
