Forest City Police Department is proud to announce the promotions of eight police officers to the rank of senior police officer.

On November 17, 2014, in a promotional ceremony at the regularly scheduled Forest City Council Meeting Chief Jay Jackson presented Officers Cameron Byers, James Greene, Luis Hernandez, Brad Huckabee, Brandon Rothrock, Joshua Williams and Wayne Wilson with their Senior Police Officer badges. Officer Samuel Bailey was also promoted to Senior Police Officer but he was unable to attend the promotional ceremony.

Senior Police Officer Cameron Byers is a 7-year veteran of Forest City Police Department. Prior to his employment at FCPD, he worked for a year at Spindale Police Department. Officer Byers is a graduate of Chase High School and he holds his general law enforcement certificate. Officer Byers is assigned to our Patrol Division.

Senior Police Officer James Greene is a 7-year veteran of Forest City Police Department. In addition to his employment at FCPD, Officer Greene has worked for 11 years for the Rutherford County Sheriff’s Office. Officer Greene is a graduate of East Rutherford High School and he holds his intermediate law enforcement certificate. Officer Greene serves as an Animal Control Officer assigned to our Patrol Division.

Senior Police Officer Luis Hernandez is a 3-year veteran of Forest City Police Department. Prior to his employment at FCPD, he worked for 4 years at Shelby Police Department. Officer Hernandez is a graduate of Chelsea Vocational High School in New York and he holds his general law enforcement certificate. Officer Hernandez is assigned to our Patrol Division.

Senior Police Officer Brad Huckabee is a 6-year veteran of Forest City Police Department and he serves in the NC Army National Guard in the 211th Military Police Company. Officer Huckabee is a graduate of East Rutherford High School and he holds his general law enforcement certificate. Officer Huckabee is assigned to our Patrol Division.

Senior Police Officer Brandon Rothrock is a 3-year veteran of Forest City Police Department. In addition to his employment at FCPD, Officer Rothrock worked as an Investigator for 2 and a half years for the Rutherford County Sheriff’s Office. Officer Rothrock is a graduate of Chase High School and he holds his general law enforcement certificate. Officer Rothrock serves as a Narcotics Investigator assigned to our Investigations Division.

Senior Police Officer Joshua Williams is a 4-year veteran of Forest City Police Department. Prior to his employment at FCPD, Officer Williams received his Bachelors Degree from UNC Charlotte and he is a graduate of East Rutherford High School. Officer Williams holds his intermediate law enforcement certificate. Officer Williams serves as a General Investigator assigned to our Investigations Division.

Senior Police Officer Wayne Wilson is an 8-year veteran of Forest City Police Department. Officer Wilson is a graduate of East Rutherford High School and he holds his general law enforcement certification. Officer Wilson has formally served as a Narcotics Investigator and he is currently assigned as a Patrol Officer.

Senior Police Officer Samuel Bailey is a 5-year veteran of Forest City Police Department. Prior to his employment at FCPD, Officer Bailey received his Bachelors Degree from Western Carolina University and he is a graduate of Chase High School. Officer Bailey holds his intermediate law enforcement certificate. Officer Bailey serves as a Narcotics Investigator assigned to our Investigations Division.

The senior police officers career track was as a result of the pay classification study approved by the Forest City Council. In addition to the above, each officer was required to meet the following requirements:

1. Officers must be in good standing with the police department. This includes meeting or exceeding standards for a period of at least 12 months.

2. Officers must not have received a written warning, suspension, or demotion for unsatisfactory performance or detrimental personal conduct in the last 12 months.

3. Officer must have a minimum of three (3) years of law enforcement experience, and at least two (2) years with the Town of Forest City as a police officer. Honorable full-time law enforcement and military law enforcement experience is credible for this requirement but will be valued at one fourth (1/4) the time.

4. Officers must have accrued a minimum of 250 hours of in-service, specialized or required training to be in eligible for consideration. Basic Law Enforcement Training and mandated in-service training hours are not credible for this requirement.

5. Eligible officers may submit a letter of request once they have met the qualifications for a Senior Police Officer and must be approved by each level in the chain of command including the Police Chief to achieve this rank.
