Second Arrest of Pard

WHAT: Second Arrest of Justin Pard

WHERE: City of San Luis Obispo

WHEN: November 13, 2014 at approximately 9:30 PM

SUSPECT: Justin Edmund Pard, 20 years old, transient from Arizona

On November 13, 2014 the San Luis Obispo Police Department arrested Justin Edmund Pard in downtown San Luis Obispo after he assaulted a female employee at the Flip Flop Shop, located at 858 Higuera. The attack was unprovoked and the victim sustained a bloody nose and bruising to her face. Upon locating suspect Pard he was found to be in possession of a 10’ fixed blade knife. Pard was arrested for battery and for carrying a concealed dirk of dagger which are both misdemeanors. Pard released from County Jail with promise to appear in court. SLOPD is currently examining the circumstances surrounding Pard’s release to include information conveyed to the Sheriff’s Office by SLOPD’s transporting Officer.

At approximately 9:30 PM the San Luis Obispo Police Department received a call from Black Horse Espresso, located at 796 Foothill, stating there was a male in their business acting strange and causing employees and customers to feel uncomfortable. They believed the male was the same subject arrested earlier in the day for the assault downtown. Upon arrival the male suspect had left the area on foot. Officers began searching the area for Pard so they could speak with him regarding the reported concerns. At approximately 11:50 PM suspect Pard was located sleeping behind the church located at 651 Foothill. The property had several signs posted stating “no trespassing”. When officer questioned Pard he stated that he knew he was trespassing.

Officers placed Pard under arrest for trespassing and illegal lodging and he was booked with a $2000 bail. Pard was transported to County Jail and will be held until he is able to post bail or arraigned in court.

At this time the Police Department is attempting to increase the bail amount for Pard due to the circumstances surrounding the assault. We are also in contact with the Arizona Probation Department that oversees Pard and the local District Attorney’s office for review of his charges.
