On November 13, 2014 at approximately 9:40 am, COPPS officers of the Amarillo Police Department received information on a 32 year old Asian female with an outstanding felony warrant. Officers pulled into the area of northeast Amarillo, and the wanted subject was observed in a vehicle leaving the area. Officers attempted to stop the vehicle, which was driven by a male subject, and the vehicle fled. A vehicle pursuit began, but was canceled by the officers involved due to the driver’s actions. The vehicle was discovered abandoned a short time later in the 600 block of Wichita. A search of the area yielded the AF wanted on the felony warrant; she is identified as Dianna Phoutthavong A/F 32 of Amarillo. Another female who was in the vehicle when the chase began was also found to have an outstanding municipal court warrant. She is identified as Jinia Tia A/F 19. The driver has not been located at this time, but the investigation is on-going. Both females were arrested for outstanding warrants and transported to Randall County Jail. Phoutthavong was booked on the outstanding warrant for Possession of a Controlled Substance Penalty Group 2, less than 1 gram. Tia was booked on the local traffic warrants.
