Registered sex offender charged with felony registry violation, failing to change address 
Capt. Shanon Smith of the McDowell County Sheriff’s Office charged Joseph Mark Loftis, 35, of C.E. Goode Road in Marion, with a felony sex offender registration violation, failure to report a change of address.
Loftis was convicted of two counts of taking indecent liberties with a minor in McDowell County in August 2002. He was ordered to register as a sex offender.
Loftis had been living at 234 Lester Hollifield Road in Marion. On Halloween night, officers from multiple agencies did a check of all sex offenders in McDowell and were told that the suspect had moved.
By law, when moving, a registered sex offender has three business days to report in person to the Sheriff’s Office to change his address.
Smith said Loftis left the Lester Hollifield Road residence and failed to report to the Sheriff’s Office.
