House Bill 2874, which went into effect today, modifies the Self-Defense Act (SDA) so that Handgun Safety and Training Certificates required for new license applicants will be valid for only three (3) years from their issue date. This law does not affect current license holders or completed applications received by the OSBI before today.

License applicants who have previously submitted a valid training certificate to OSBI will not be required to submit new certificates. Effective today, applications received by the OSBI must include a training certificate issued no more than three (3) years prior to their license application submission date. Training certificates with issue dates more than three (3) years old will not be accepted.

House Bill 2888, which also goes into effect today, modifies the residency requirement in the Self-Defense Act to grant eligibility to spouses of military personnel permanently stationed in Oklahoma who possess out of state driver licenses. Previously, only active military personnel were exempt from having an Oklahoma Driver License or State Issue Identification Card.

Also today, applicants have the option of paying for their license through Electronic Funds Transfer (EFT), pursuant to House Bill 2594. This option is available to applicants who apply online only. OSBI’s online application portal has been available to first-time applicants and renewing applicants since January 2014. More than 10,000 Oklahomans have completed applications online so far.
