First Winter Storm of the Season for Southwest California Starting on Halloween Night...
MAIN IMPACTS
Urban runoff and minor flooding possible. Rainfall rates are generally expected to be less than 0.50 inch/hour, but could result in rapid water flow into urban waterways/channels. Isolated thunderstorms with small hail will be possible across San Luis Obispo and Santa Barbara Counties with locally higher rainfall rates at times. A higher volume of vehicle accidents should be anticipated due to the first rainfall of the season (last widespread rains occurred April 1st).
Downed tree branches and local power outages. Gusty winds to 50 mph across the mountains and the Antelope Valley could cause local impacts.

San Luis Obispo/Santa Barbara Counties - Rain starts late Friday afternoon, turning to scattered showers before sunrise Saturday morning. Isolated thunderstorms possible.
Ventura/Los Angeles Counties - Rain starts late Friday evening, then decreasing early Saturday morning.
