Rockport: A Rockport man was arrested and charged with committing multiple illegal sexual acts against a minor.
On September 23, the Indiana State Police began an investigation into allegations of sexual misconduct against a 15 year old male. Through his investigation, Detective Troy Fischer found that on September 13, Randall Spinks, 20 Rockport, had met with a 15 year old boy at a party at the Boonville Boat Club. The 15 year old, while being driven home by Spinks, passed out in the rear seat of the vehicle. The 15 year old woke up to find Spinks performing sexual acts against him.
After forensic interviews and an in-depth investigation, an arrest warrant was issued through the Spencer County Court. Spinks was arrested, without incident, and lodged in the Spencer County Jail.
