On, Monday, September 29, 2014 at 9:40pm, a Menlo Park Police Officer while on routine patrol observed a male subject approach a parked vehicle on foot on the 1400 block of San Antonio Street. The vehicle was occupied by two male subjects. As the officer drove closer to the vehicle, the male subject who walked up to the vehicle quickly walked away when he observed the officer approaching. The officer believed he had interrupted a possible narcotic transaction so he contacted the two subjects in the vehicle and identified them. He put out a description of the subject who walked away to incoming officers. The two subjects inside the vehicle were identified and later released. Their involvement in this incident is still under investigation.

Another Menlo Park Officer responded to the area and was able to locate the subject who walked away from the location. The subject was identified as Kevin Leib, and during a search was found to be in possession Adderall pills and marijuana. During the contact, Leib gave consent to search his apartment. The front door of the apartment was open and officers observed Leib’s roommate, Patrick Sullivan, smoking marijuana. An officer spoke with Sullivan and during their conversation he admitted that he had ingested marijuana, Adderall and cocaine HCL. A search of the interior of the apartment netted over approximately 5 plus pounds of loose and packaged marijuana, 5 mason jars of marijuana butter, concentrated cannabis, manufacturing equipment, scales, numerous Adderall pills, cocaine, mushrooms, US currency, two high powered cross bows, throwing knives, ski masks and brass knuckles. Both Leib and Sullivan were arrested and booked into the San Mateo County Jail on the following charges.
