Joint Operation by Internet Crimes Against Children Task Forces Nets Two Solicitation Arrests in Muse Park

The Internet Crimes Against Children Task Forces for the Jackson Police Department, Madison County Sheriff's Office and Martin Police Department conducted a joint two-day operation in Jackson's Muse Park that resulted in the arrest of two men on solicitation of aggravated statutory rape charges.

“The operation was initiated due to Jackson police receiving citizen complaints and gathering intelligence about adults soliciting minors for sex in Muse Park,” said Jackson Police Captain Tyreece Miller.

During the operation, an undercover Jackson police officer posed as a boy under the age of 18.

On Sept. 18, the undercover officer was approached by Troy Brooks, 43, of Jackson. Brooks solicited the officer for sex and made plans for them to meet at Brooks' home. The officer followed Brooks from Muse Park to Brooks' house where he was taken into custody by an arrest team and transported to the Madison County Jail.

On Sept. 19, Tracy Morton, 47, of Jackson, approached the undercover officer in Muse Park. Morton solicited the officer for sex and made plans for them to meet at another location. The arrest team later arrived at the location to find Morton there waiting. Morton was taken into custody and transported to the Madison County Jail.

Brooks and Morton were both set $15,000 bonds this morning. They are both scheduled to be formally arraigned at 8 a.m. Monday, Sept. 22 in Jackson City Court on a charge of solicitation of aggravated statutory rape.

“Jackson police remain committed to keeping not only Muse Park, but all of Jackson's parks a safe place for citizens to enjoy,” said Jackson Police Chief Gill Kendrick.
