On 8/28/2014 at about 2:20 a.m. Sgt. Dean Sukus was sitting in the area of W. Delavan Dr. and Center Ave. when he noticed a maroon Pontiac Gran Prix northbound on Center Ave. jump a curb before turning east on Delavan Dr. A traffic stop was made at W. Delavan Dr. and S. Jackson St. Contact was made with the driver who was identified as Michael S. Terrill. He appeared impaired and had slow and sluggish speech. At first he denied drinking. Field sobriety tests were given by Officer Ben Biddick and he showed several signs of impairment. A PBT test confirmed the presence of alcohol in his system and he was arrested for OWI. Department of transportation records showed he had a valid driver’s license with four prior OWI convictions.

A breath test was given at the Janesville Police Department and the result was .13. Terrill was taken out to the Rock County Jail and remains in custody pending his court appearance.
