Heroin and Child Endangerment Arrest

ACCUSED: Candice Victor age 34 Toms River, NJ
NARRATIVE:
On 8/23/14 at approximately 6:14 pm, Officer Michael Galvin was dispatched to a parking lot at the intersection of State Highway 35 and West Park in reference to an unconscious woman inside a car. An investigation revealed that Candice Victor was unconscious inside a parked car along with her two year old son. It was determined that Ms. Victor was under the influence of heroin and was transported to Monmouth Medical Center for treatment.
A follow up investigation by Officer Galvin at the hospital revealed that Ms. Victor was in possession of five bags of heroin, nine hypodermic syringes and other drug paraphernalia. Ms. Victor’s two year old son was turned over to the custody of an officer of the New Jersey Department of Child Protection and Permanency for his care.
Ms. Victor was arrested and charged with possession of heroin, possession of a hypodermic syringe, possession of drug paraphernalia and child endangerment. She was released on a complaint summons at the hospital to appear at a future court hearing.
