Timothy Duggan, who is mentally challenged, ran away from his mother at Wal-Mart in Hiram. Duggan was last seen crossing US 278 just before 1:00 pm on Thursday 08/14/14.
Duggan is a white male who is 19 years old. He also wears thick rimmed black glasses. Duggan is not in trouble with law enforcement and needs to be reunited with his mother.
