Massage Parlor Investigation Leads to Arrests for Pimping and Pandering and Solicitation of Prostitution

SUMMARY:

On August 8, 2014, the Redwood City Police Department completed a two month investigation into allegations of illegal activity at two Redwood City massage parlors. The investigation started when the department received complaints of illegal prostitution activity occurring at the New Spa located at 636 El Camino Real and the Aurora Spa located at 1685 Broadway. The investigation revealed both spas were owned and operated by Ting Sun. The investigation resulted in arrests at both the New Spa and the Aurora spa for acts of prostitution. As a result of this illegal activity, the police department has started an administrative review process of the business license and permits to operate in Redwood City.

On July 22, 2014, Redwood City detectives conducted an undercover operation at the Aurora Spa. A detective entered the spa for a massage and was solicited for an act of prostitution. As a result of that investigation, Winne Tse was arrested for solicitation of prostitution. Detectives conducted a search of Tse’s residence in Daly City and were able to establish a connection between the Aurora Spa and the New Spa.


On August 8, 2014, detectives conducted an undercover operation at the New Spa. An officer entered the spa for a massage and was solicited for an act of prostitution. As a result of that investigation, Li Zheng was arrested for solicitation of prostitution. Ting Sun was working in the spa when the operation was conducted and she was arrested for pimping and pandering. The investigation revealed both spas were engaging in acts of prostitution and Ting Sun knowing allowed the criminal activity to occur and profiting from it. Detectives served a search warrant at Sun’s residence in Milpitas and found evidence confirming she was the owner and operator of both spas. Sun was booked into the San Mateo County Jail for pimping and pandering.
