WANTED FOR ESCAPE FROM JAIL
On July 28, 2014, at approximately 8:30 AM, sentenced inmate Zephyr Malik Carter ran away from the work crew at the Sonoma County Jail-North County Detention Facility (NCDF) in Santa Rosa. Carter was last seen wearing his SCSO Inmate work clothing consisting of denim pants and a jacket with the MADF emblazoned across the back.
Carter is a sentenced inmate on a large scale ID theft/credit card fraud investigation stemming from the Graton Casino in Rohnert Park last April (case #140405-006). In that crime, Carter was arrested for his involvement with a major fraud ring involving stolen identities, vehicles, drugs, cash, credit cards, computers, cell phones and credit card making devices.
Carter has been sentenced to 2 years 8 months total aggregate county time pursuant to 1170(h) PC. This is the State’s effort to reducing the prison population by housing CDCR inmates who are deemed to be non-violent, non-serious and non-sexual offenders in county detention facilities.
Carter was participating in the NCDF agricultural program at the time he walked away. He was outside the secure perimeter. It has yet to be determined whether the escape was a planned event or spontaneous act. There is no evidence that he conspired with another person.
Carter has ties to Oakland, and his last known residential address was on Lyell Way, in Hayward, CA. Deputies have worked diligently with other law enforcement agencies throughout the Bay Area in an effort locate and arrest Carter.
He used several aliases: Christian Carter, Freddie Zephyr Smith, Marcus Smith and goes by the nickname Malik. He is described as a Black male, 41 years old with a dark complexion. He stands 5'10" and weighs 200 lbs. He has brown eyes and black hair. It is unknown if he is currently sporting facial hair. He has tattoo of a dragon on his right bicep and angel wings on his left forearm.
A “No Bail” warrant has been issued for the arrest of Carter for violation of 4532 PC – Escape from Custody while charged with a felony.
Carter has the means to create fictitious forms of identification and credit cards. He is not considered dangerous or a threat to public safety.
