Cold Case Investigators Announce Charges on 10th Anniversary of Harris County Murder

(HOUSTON, TX) - Investigators with the HCSO's Cold Case Unit announced on Thursday that a state prisoner has been charged with the murder of a man killed exactly 10 years ago to date in west Harris County.

Allen Eugene, 32, is charged with the July 24, 2004 murder of Richard Sepulveda.

Sepulveda was 44. (Both of their photos are attached)

On that day, at approximately 9:15 p.m., Sepulveda was confronted by Eugene in the parking lot of the strip center at 6227 Highway 6 South. An argument ensued between the two about a parking spot. Sepulveda began to drive out of the parking lot when Eugene began to pursue him on foot. As Sepulveda slowed to enter onto the roadway at Sierra Blanca Dr., Eugene jumped onto the driver’s side door of the vehicle, shot Sepulveda once in the upper torso, and fled. Sepulveda continued traveling south on Sierra Blanca Dr. and crashed through a fence and into a parked vehicle. He died at the scene.

Eugene was developed as a suspect in the original homicide investigation. At the time, homicide investigators located and interviewed Eugene but he denied any involvement in the homicide. The case went unsolved.

In 2013, HCSO Cold Case Investigators were contacted by the Sepulveda family and asked to reexamine the Sepulveda case. After completing a follow-up investigation, cold case investigators met with and interviewed Eugene. Eugene confessed to the murder of Sepulveda. He also confessed to another unsolved shooting that took place on August 19, 2004 near where Sepulveda was killed.

Allan Eugene is currently incarcerated in the Texas Department of Criminal Justice (Estelle Unit). He was scheduled for release in April of 2015 but will be transferred to the Harris County Jail. Eugene is an admitted gang member.

Since Sheriff Adrian Garcia reconstituted the cold case unit in 2009, cold case investigators have been able to clear 21 cases and have been able to provide justice to 25 victims.
