On July 8, 2014, at 10:25 AM, in the 2100 block of East 24th Street, OPD officers observed a vehicle that had been taken in a carjacking. The vehicle was occupied with two occupants. Officers attempted to detain both, but the suspects fled from the vehicle. A perimeter was immediately set. Currently the Oakland Police Department's SWAT Team, Hostage Negotiation Team (HNT) and ARGUS (the police helicopter) are on scene. One of the suspects has barricaded himself inside a residence. Security precautions have been taken and residents in the immediate area have been evacuated. OPD HNT has established communication with the residence and is requesting the suspect peacefully surrender. The other suspect remains at large. We will continue to provide updates as they become available. We request vehicular and pedestrian traffic use alternative routes.
