GBPD seek person of interest in homicide. Terry Lee Shepard

On Tuesday, April 15, 2014, at approximately 11:15pm, we responded to the 1100 block of Stuart Street for a report of possible gun shots being fired. Officers were able to determine that the scene of the shooting was the lower apartment at 1144 Stuart Street. The victim of the shooting, Steven Sims was taken to a local hospital by a friend who had been waiting in a vehicle outside the residence. Mr. Sims died later that morning from his injuries.

Mr. Sims was a boyfriend of the female who lived at this address. They recently were having troubles in their relationship and he had not been staying at the house in the days prior to the shooting.

Mr. Sims came to the Green Bay area a couple years ago from the Chicago area.

The investigation has led us to identify a person of interest in this case. We are asking for the public and his friends and families help in locating him or assisting us in convincing him to turn himself in.

We are looking for Terry Lee Shepard, 21 years of age, to interview him about this case. Through the investigation we have learned that there was an encounter between Mr. Sims and Mr. Shepard inside the residence. The information we have at this time is that Terry Shepard had a handgun and shot at Mr. Sims. We have recovered the handgun we believe was used in this incident.

There is a nationwide warrant for Mr. Shepard from the Department of Corrections for violation of his supervision. He had been found guilty in 2010 of Battery, Substantial Battery, Theft, and Operating a motor vehicle without the owner’s consent and was sentenced to prison. Mr. Shepard was released from prison on April 7th of this year. He arrived in Green Bay on the day of the incident, earlier in the afternoon. Mr. Shepard is the former boyfriend of the tenant at 1144 Stuart Street.

Terry Shepard could be in the Green Bay area but has several family members in the Kenosha area. We are working with other agencies to try and locate him and safely take him into custody.

If the public has information on his whereabouts do not approach him, even thought we have recovered the weapon used, he should be considered armed and dangerous.

We are reaching out to his family and friends and asking their help in locating him and convincing him to turn himself in and speak with us about this incident. This was a serious incident and our hopes are that with their help we can safely take him into custody and continue with this investigation.
