Village of Roscoe Parking Ordinance 72.02 
72.02 OBSTRUCTING TRAFFIC.
It shall be unlawful for the owner or person in charge of any motor vehicle to allow the vehicle to be parked, stopped, permitted to stand, or open the door of any vehicle in such a manner that it obstructs or interferes with the normal flow of traffic.
