NARRATIVE:
On 3/25/14 members of the Township of Ocean Police Department, assisted by Monmouth County Sheriff’s Department K9 Unit, executed search warrants at two locations in Ocean Township. The search warrants were the culmination of a one month investigation by detectives of the Township of Ocean Police Department’s Criminal Investigation Bureau.

Raleigh Court East
During the execution of the search warrant at the Raleigh Court East location, detectives located over ½ pound of marijuana, a live marijuana plant, drug paraphernalia, scales, packaging material and an imitation semi-automatic handgun.
The adult male suspect, Joseph Liskom, was charged with distribution of marijuana, possession of over fifty grams of marijuana, possession of drug paraphernalia and possession of an imitation firearm. Mr. Liskom was later released on a complaint summons to await a future court hearing.
The 17 year old juvenile was charged with distribution of marijuana, possession of over fifty grams of marijuana, possession of drug paraphernalia. His charges were sent to the Monmouth County Superior Court, family Division, for juvenile charges. He was released into the custody of a parent.

Sunset Avenue
At the Sunset Avenue search warrant location detectives located over fifty grams of marijuana. Most of the marijuana seized was in the form of marijuana bars that are commonly referred to as “Candy Bars”. Also located in the residence were multiple containers of THC (Tetrahydrocannabinol) that is commonly referred to as “Ear Wax” due to its waxy appearance and texture. He was additionally charged with possession of drug paraphernalia.
Brian Wobser was charged with Possession of over fifty grams of marijuana, possession with intent to distribute marijuana and possession of drug paraphernalia. He was released on a complaint summons to await a future court hearing.
Brandon Wobser was charged with possession of over a half ounce of marijuana with intent to distribute, possession of under fifty grams of marijuana as well as THC “Ear Wax”. He was additionally charged with possession of drug paraphernalia. He was also released on a complaint summons to await a future court hearing.
The 15 year old juvenile was charged with distribution of marijuana, possession of over fifty grams of marijuana, possession of drug paraphernalia. His charges were sent to the Monmouth County Superior Court, family Division, for juvenile charges. He was released into the custody of a parent.
Additionally, cash and Toyota sedan were seized under the state criminal forfeiture guidelines for being used in the commission of a crime.

Franklin Avenue
On 3/27/14, officers from the Township of Ocean Police Department executed the third search warrant at a Franklin Avenue residence as part of the ongoing investigation. During
that search officers located less than fifty grams of marijuana as well as drug paraphernalia. As a result, two residents were arrested and charged.
Brandon Shumard was charged on a complaint warrant with possession of under fifty grams of marijuana and possession of drug paraphernalia. During his arrest it was learned that he had an active arrest warrant from the Ocean Township Municipal Court. Bail was set at $1000.00 by the Ocean Township municipal court. This was in addition to the $2500.00 bail on the existing Ocean Township warrants. Mr. Shumard was transferred to the Monmouth County Correctional Institution to await a future court hearing.
Brianna Shumard was charged on a complaint summons with possession of drug paraphernalia and released to await her future court hearing.
