Media Notification: Privacy and Security Breach

LOS ANGELES, Calif. (March 6, 2014) – In compliance with the Health Insurance Portability and Accountability Act (HIPAA), the County of Los Angeles reports a theft resulting in an information privacy and security breach at the office of Sutherland Healthcare Solutions, Inc. (Sutherland), a business associate of the County which contracts with the Los Angeles County Department of Health Services (DHS) and the Los Angeles County Department of Public Health (DPH).

On February 5, 2014, Sutherland’s office in Torrance, California, was broken into and computer equipment was stolen.  Sutherland immediately notified law enforcement and subsequently notified the County.  In addition, Sutherland began the process to identify the type of information or data that may have been compromised.  On February 25, 2014, Sutherland confirmed to Los Angeles County that the personal information of some DHS and DPH patients was stolen from their office, and their most recent analysis identified approximately 168,500 County patients who may be impacted.  The stolen data contained County patients’ first and last names, Social Security numbers, and certain medical and billing information.  In addition, the data may have included dates of birth, addresses, and diagnoses.

Based on mandatory privacy regulations, Sutherland is notifying individuals affected by the breach via first class mail beginning March 6, 2014.  The notifications will include detailed information on recommended steps affected individuals may take to protect themselves from identity theft. Sutherland is offering free credit monitoring for individuals affected by the breach.  Individuals can call Sutherland’s 1-877-868-9284 toll-free line beginning March 7, 2014 to see if they have been impacted and for any questions they may have.

In response to the incident, the County is working with Sutherland to review Sutherland’s information privacy and security program.  In conjunction with the Countywide Information Security Program, the District Attorney’s Cyber Investigation Response Team is working with the Torrance Police Department and other law enforcement agencies on this criminal investigation.

DHS and DPH will post additional information.  The information can be found under “Patient Resources” on the DHS’ website, http://dhs.lacounty.gov, and DPH’s website, http://publichealth.lacounty.gov/
