Lompoc Police Department

On March 5th at approximately 0400 hours, California Highway Patrol Officers from the Santa Barbara area conducted a traffic stop on a vehicle belonging to Jesse Ybarra in the area of Highway 101 North and the La Cumbre exit. Jesse Ybarra of Lompoc (DOB 10-28-62) and Catherine Ball (DOB 07-08-86) were the sole occupants of the vehicle. Jesse Ybarra was the focus of an on-going narcotics related investigation conducted by detectives of the Lompoc Police Department’s Gang & Narcotics Enforcement Team. A search of the vehicle and occupants resulted in the seizure of narcotics, cell phones, cash and other related drug paraphernalia. Both were arrested for felony narcotics related offenses. Ball was also arrested for the additional charge of driving while under the influence. Ball and Ybarra were taken into custody by the California Highway Patrol and transported to the Santa Barbara County Jail.

A follow up search warrant was conducted at Jesse Ybarra’s residence located in Lompoc. Two additional suspects were arrested during the service of the search warrant, Anthony Ybarra Sr. of Lompoc (DOB 01-25-65) and Anthony Ybarra Jr. (DOB 01-23-80) also of Lompoc. A search of the residence resulted in additional narcotics being recovered as well as sales of narcotics related paraphernalia. Both individuals were transported to the Lompoc City Jail. Ybarra Sr. was booked for felony narcotics related charges. Ybarra Jr. was booked for violation of his post release community supervision terms per AB109.

A total of over 24 grams of methamphetamine with a street value of approximately $2,400 dollars and over 6 grams of Heroin with a street value of over $600 dollars were recovered. Also seized was over 2 ounces of marijuana with a value of approximately $800 dollars. Additional items of evidence seized included multiple digital scales, prescription drugs, cellular phones and other drug related paraphernalia.
