Three murder suspects have been arrested.

On January 27, 2014 at approximately 10:30 pm, Lakeport Fire was dispatched to a structure fire. The structure was a residence located in the 3800 block of Highland Springs Road in Lakeport and was reported to be fully involved. At approximately 11:30 pm, the Sheriff’s Office was notified that a body had been located inside the residence. Lakeport Fire had also requested that members of the Lake County Arson Task Force respond to the location.

Members of the Lake County Sheriff’s Office Major Crimes Unit, which included crime scene investigators, responded to the scene. They identified the victim as 54 year old William Frank Busch of Lakeport. Detectives reported that Busch had sustained injuries which were suspicious in nature and believed Busch may have been the victim of homicide. Busch’s exact cause of death is pending autopsy results.

On January 28, 2014 at approximately 8:05 am, Central Dispatch received a report of a vehicle fire in the 900 block of Soda Bay Road in Lakeport. Lakeport fire responded and extinguished the fire. Central Dispatch conducted a records check of the vehicle and discovered it was registered to William Busch. Detectives and crime scene investigators responded and processed the vehicle for evidence. During the course of the investigation, detectives were able to develop several leads. Detectives were able to identify three individuals who were of interest to the investigation. They were identified as 41 year old Conrad Joseph Velez of Lakeport, 26 year old Dahnna Phyllis Burrows of Lakeport and 19 year old Dakota Joseph Velez of Kelseyville.

On January 28, 2014 at approximately 2:30 pm, Central Dispatch received a 911 call, reporting an assault in the area of Robin Hill Drive and Lakeshore Boulevard in Lakeport. The information received, was the occupants of a white sport utility vehicle had thrown an adult male out of the vehicle and then ran over the victim with the vehicle. It was also reported that one of the subjects got out of the vehicle, hit the victim with an unknown weapon and then got back into the vehicle and left the area. The vehicle was described as possibly being an older white Chevy Suburban. The caller was unable to provide any additional identifying information as to the occupants or the vehicle. Multiple deputies responded and arrived on scene within approximately three minutes of being dispatched. The victim unfortunately passed away shortly after the deputies arrived.

A description of the vehicle was immediately broadcasted and a search of the area was conducted by Sheriff’s personnel, The California Highway Patrol and the Lakeport Police Department. Detectives and crime scene investigators immediately responded to the scene. The victim located on Robin Hill Drive was identified as 46 year old Edward Harry Morgan of Kelseyville. Detectives located a vehicle title in Morgan’s possession for a Chevy Tahoe, which was also reported to be white in color. A description of Morgan’s vehicle was immediately broadcasted. Edward Morgan’s exact cause of death is pending autopsy results.

On January 28, 2014 at approximately 7:30 pm, Central Dispatch received a telephone call from the Napa Police Department. They advised that they had responded to an unrelated family disturbance, where they had detained Conrad Velez and Dahnna Burrows. They also located the Chevy Tahoe belonging to Edward Morgan in close proximity to where Velez and Burrows were contacted. Personnel from the Lake County Sheriff’s Office responded and took custody of both Velez and Burrows. They were both transported to Lake County, where they were interviewed.

Dahnna Burrows was arrested for murder, carjacking and assault with a deadly weapon. Conrad Velez was arrested for violating the conditions of his parole and assault with a deadly weapon. Both were transported to the Lake County Hill Road Correctional Facility and booked. Detectives anticipate charging both suspects with additional crimes as the investigation continues.

On January 29, 2014 at approximately 5:20 pm, Dakota Velez was arrested by the Mendocino County Sheriff’s Office. He was located with the assistance of the Lake County Sheriff’s Major Crimes Unit. Lake County Sheriff’s Detectives subsequently transported Dakota Velez to the Lake County Hill Road Correctional Facility, where he was booked for murder.
