Abducted Harbor City (Co.) Boys Recovered at San Ysidro Border, Susp. with Tattoo on Face + Car Still Wanted
Carson Sheriff's Station detectives were notified on Saturday, November 30, 2013 that a Good Samaritan had returned the 9 and 10 year old boys recently abducted from Harbor City (Co.) The boys were turned over to United States Customs and Border Protection officers at the San Ysidro Border of Mexico. The children had allegedly been abducted by their non-custodial father, Suspect Charles Samuel Baines Sr. on November 27, 2013.
Carson Sheriff's Station detectives responded to the United States Customs and Border Protection office at the San Ysidro Border and took custody of the children. The children were unharmed during the incident and medically cleared. The children were safely returned to their custodial grandparent.
Suspect Charles Samuel Baines Sr. has not been located and is believed to possibly be in Mexico. The investigation is ongoing and the suspect is wanted.
A stolen vehicle, belonging to the custodial grandparent has not been recovered and is possibly still in the possession of the suspect. The vehicle is a red 2008 Kia Spectra 4-door, license plate # 6FMN288.

Suspect Charles Samuel Baines Sr. allegedly took his 9 and 10 year old boys children on Wednesday, Nov. 27, 2013, from the 24800 block of Normandie Avenue, Harbor City (Co.), while his mother, the custodial grandparent, slept.
Suspect Baines does not have custody of the children and did not have permission to take the children with him. The suspect and children left in a stolen vehicle, belonging to custodial grandparent. The vehicle is a red 2008 Kia Spectra 4-door, license plate # 6FMN288.
Suspect Charles Samuel Baines Sr. is a resident of Harbor City and is described as a male black, 36 years old, brown eyes, shaved head, 6’4 feet tall, 270 pounds. Suspect Baines has a facial tattoo with the words “Drug Cartel” on his left cheek. He is currently on parole and has mental health issues. Additional investigation revealed that the suspect may be now currently in Mexico.
