The Gibson County Jail has transitioned from a self-operated jail commissary to a privatized commissary system utilizing the services of Tiger Correctional Services in Jonesboro, Arkansas. The Jail commissary system allows inmates to purchase snack, food, personal hygiene items and clothing with funds that inmates and their friends and families place onto an account for that purpose.

The Jail benefits because there is no longer a need to devote staff members to all the aspects of running a commissary such as, shopping, inventorying items, taking orders packaging items for delivery and accounting.

The inmates like the new system because there is a broader selection to choose from, and all orders are placed through an automated telephone ordering process.

Money can be added to inmate accounts with cash or credit cards in a kiosk located in the jail lobby. Money may also be added online. In addition to adding money, family and friends may also purchase items for an inmate online.

With the old system, if an inmate left and still had money on their account, even if it was just one penny, a check would have to be written to that inmate. Now the inmates will be given a debit card with their account balance loaded to it. This is more convenient than needing to go and cash a check, and it also balances the inmate ledger to a zero balance. In the past, many of the small checks written to the inmates would remain un-cashed and effectively leave a balance in the account.

Tiger Correctional Services is a leading national provider of correctional facility commissary, food services, and Jail Management Services software. Each year for the past 7 years Inc 5000 Magazine has recognized Tiger as one of the fastest growing privately owned companies in the United States. The company decreases jail manpower requirements, lowers costs and increases revenue generated though inmate commissary programs. Tiger was started in 1999 in response to the need for correctional facilities to lower costs due to shrinking budgets while enhancing both revenue and increasing the quality of vital services.
