Arrest made on Smith Street and Madison Ave. 
On Wednesday, 07 August2013 members of the Perth Amboy Police Departments Special Investigations Bureau arrested Albert Pafford (D.O.B. 11/13/1960) of 286 Madison Avenue, Perth Amboy, NJ after conducting surveillance atFink Park which is located at Smith Street & Madison Avenue when he was observed engaging in a narcotic transaction. Pafford was discovered to be in possession of (54) decks of heroin.
He was subsequently charged with possession of heroin, possession of heroin with the intent to distribute, possession of heroin with the intent to distribute within 500 feet of a public park (Fink Park) & within 1000 feet of a school zone (McGinnis school).
Bail was set by the Honorable Judge Maria Del Valle-Koch at $35,000.00 with no 10% option.
The total street value of the CDS seized is approximately $540.00. The investigation was led by Detective Mabner Terron.
