Phase 3 Construction for East State Street from the bridge over Olean Creek to Front Street is set to begin Monday, July 29th as the contractor intends to begin milling the street.
The contractor is required to maintain 2 way traffic during the project.
However, as the contractor removes the blacktop pavement down to the underlying brick pavement; there will be delays and congestion in this area.
