On July 12, 2013, Police arrested a 21 year old Rutland, Vermont man, following a traffic stop in which Police determined the operator's identity to be that of a 13 year old male. The owner of the vehicle permitted the 13 year old male to operate the vehicle, being fully aware of his age / identity.
